Then I became the superintendent of public works and was the superintendent for about 14 years, um, in charge of the daily operations of all functions of public works. And then when the. That was located at the Keizer City Hall, and it was actually in the old city hall building.\n\nAnd the, at that time, city Hall and the police department were in two separate buildings on the, on the same property. Um, and the emergency operation center was located in the police department's training room, which was a big open. I think it originally was maybe part of a gymnasium from the, from the private school that was here.\n\nI don't honestly know what the na, what the origination of that part of the building was. And that meant West Keizer was gonna be largely impacted. Directed them toward the, the, the more, uh, collector type streets, Cummings, Chemawa, uh, Lockhaven, of course.\n\nUm, that decision was made to the best of my recollection, about 11 o'clock at night. Went home between myself, a couple other coworkers, neighbors. We had that u U-Haul truck loaded and moved to higher ground in Keizer and unloaded in one of my coworkers garages, and I was back to work at five o'clock in the morning. So through coordination with Salem and other agencies, the decisions were made to. So we decided to build our own river gauge. And myself and my boss at the time, Rob Kissler, um, took some PVC pipe and glued it together and marked six inch increments along that pipe. And I think we had it at 14 feet long. Um, we had the public works department had pumps in place to pump river or pump water from the storm drain system back into the river because.\n\nWhen the river reached a certain level, the storm drain system couldn't drain out. Um, we got the city, that west side of the city evacuated. Um, what was the main evacuation route? Did you take them? We just took them east and north and south, just wherever they could go. Um, we didn't really have an identified, um, spot for everybody.\n\nWe used Whitaker School Day, spring Church for, for emergency shelters. Um, but our emergency operations at that time were not coordinated. I mean, I shouldn't say not coordinated. We didn't have an official program. We. \n\nPut it together as we went. So just the first line in the city of Keizer Central Corporation that kind of dealt with this scenario.\n\nYes, absolutely. These were people there to fill 'em for the people that needed them.\n\nWe went through. I don't even know how much sand we went through, but we went through it very fast. At one point, we weren't sure we were gonna be able to even get anymore because the river comes up, it floods out the gravel pits and the sand producers. Um, it was still available, but that fell off quite significantly in the far as numbers.\n\nUm, we put together a community sandbagging operation behind the house on Rafael. We evaluated that as a low point in the then dike, so we wanted to build that up so that we could stop the water from coming into Keizer. Should the river reach that level. After it was all said and done, the water got to just the base of the sandbags that were placed at that property.\n\nIt never got any higher than that. So all those efforts while not wasted, were very well done and, and took care of a, a, a potential major problem for the community. And, um, just, just an amazing, amazing, \n\num, thing to be a part of.\n\nSo 96. What was your primary method to communicate with the public advice then? Given communications at that time? \n\nPrimarily tv. Um, and then just people coming to city Hall and sharing the information, um, and asking them to share it out as well. Um, you know, we didn't have the cell phone system that we have.\n\nWe certainly didn't have social media in those things in those days. Um, so it's primarily just TV and radio. There was really very, very little damage citywide. There were a few properties along the river that had some water damage in their basements. When the river gets to a certain level, the Willow Lake water pollution control facility or treatment plant, um, has to shut down.\n\nThat's what, um, treats all of the sanitary sewer for the city of Salem, city of Keizer Turner, and basically the area of the region. Um, so they had to shut the plant down and evacuate the plant. When they do that, um, the system backs up and it comes outta manholes, um, and flows wherever it can. Um, so most of those homes.\n\nOn that stretch of Lockhaven and some in McNary Estates were impacted by the sanitary sewer, which is another reason we needed to evacuate the city. 'cause we knew what was coming. We knew once the plant was shut down, that was gonna flood. Um, some, there was, honestly, there were very few that took advantage of the shelters at Day Spring and Whitaker.\n\nThere were a few, but most of them found family and friends to go stay with. The biggest thing that we faced was people wanting to get back in, excuse me, once the river crested and we knew we'd averted the major danger, the major, major damages. Okay. Um. We had to decide when do we open things back up?\n\nWell, we needed to wait for the river to go down far enough so the sanitary sewer water could go away and we could clean up what we could before we could open up to the, to the residence. So there were a number of people that were needing, needing to get back to their properties. At least get the message out a little sooner to give people more time.\n\nUm, you know, communication that's always a big thing in any kind of an emergency or any kind of an event. Um, we learned how to communicate better and not so much internally and not so much with city staff. Major infrastructure. It's called the Keizer Dike. Keizer Dike. What is that? That is an earthen dike that was constructed after the 64 flood. That goes from basically, um, Palma Ciea Park, which is at the west end of Cummings Lane to, uh, not quite 15th and Rafael.\n\nIt's a little upstream of that, about 13th and Rafael, right between 13th and 15th. But Dike was constructed. Um, then the homes were built, um, came in, the Corps, came in and evaluated the dike, both during the flood and afterwards, and determined that they couldn't certify it. There had been some. So we evaluated options. How? How could that be certified? Well, the first option was to add more earth. 'cause it's an earth and dike, well, adding more earth to an area that has existing homes. And this is in their backyards. Okay. Access is difficult.\n\nYou only have limited room to work because you're gonna be up against the houses. Um, there were a lot of issues to try to figure out what to do. So in coordination with the core determined building a, what we called the river wall, was the appropriate way to certify the dike. What that consisted of was pouring a concrete wall on the, in the top of the dike at a certain elevation.\n\nAnd from some areas on the dike, that concrete wallow is above ground about six inches. And in other areas it's underground a couple three inches, but it's at a specific elevation. We still don't understand how that happened. Um, but it happened. So the city and the corps negotiated the easements, uh, obtained all the necessary easements, figured out how to get construction traffic and equipment along the dike to build this river wall and put it out the bid and got it built.\n\nI think, if I recall correctly, it was finished in 2001 or 2002. It's a low area that, um, it was determined that through the city engineer actually picked up on this, that the 64 flood, most of the damage from Keizer happened from what's called a backwater event.\n\nIt wasn't that the river got to a certain height and just came over the, over the bank. Yeah, it worked out \n\nwell, see, believe it or not, there were not any significant erosion areas along that bank of the river. And that's a good question, and I hadn't really ever thought about that before. But for whatever reason, um, the velocity of the water was not much, was not high enough to create any real significant erosion.\n\nAnd the lower part of the original dike is what's called the revetment, which is a bunch of big boulders placed along the riverbank. Um, there was concern about what the re, how the revetment was gonna hold up and it held up marvelous. No repair were needed or anything like that.
